Todos aspiramos a la paz mundial.
Corrijo, casi todos. Buena parte de la élite mundial, el 1% de la población mundial, ve en la guerra su negocio. Apuntan a la caotización. Dividiendo, vencen. Y, además, venden armas, reconstruyen infraestructura con sus empresas, mantienen a flote el insustentable sistema capitalista.
La paz no es ausencia de guerra, hasta la ONU lo afirma. Ejemplo de ello ha sido la Guerra Fría, la “Bipolaridad”, que ha sido una “calma chicha” como decimos en Venezuela, entre dos polos que se apuntan mutuamente armas de destrucción masiva. Un equilibrio inestable, una angustia permanente para la población. Por supuesto, la “Unipolaridad” tampoco es la solución.
Por eso, la “Multipolaridad” no representa la paz: No queremos muchos polos apuntándose mutuamente con armas de destrucción masiva.
La paz sólo está presente cuando hay respeto entre las partes, cuando hay igualdad en su “soberanía”. Cuando se hace innecesaria o inviable la guerra. Entonces sólo podemos hablar de “Omnipolaridad”, es decir, un concierto de naciones y pueblos en el que TODOS tienen voz y voto, y nadie derecho a veto.
Las Naciones Unidas jamás podrá garantizar la paz, es un sistema de unión de Naciones-Estado que no aceptan ninguna autoridad por encima de la suya. Es el concepto de “soberanía” predominante hoy en día, bajo el paradigma de la “modernidad”. La soberanía, que le pertenece al pueblo, fue confiscada por las naciones hace siglos. Es preciso rescatarla.
De allí que sólo habrá paz con un gobierno mundial federado, democrático, en el que todas las naciones y pueblos tengan derecho a voz y voto, sin ninguna que se endorse el derecho a veto. Un Parlamento Mundial fuerte y democrático, que ponga orden mundial para el beneficio de la mayoría. La ONU jamás podría ser tal, y muy difícilmente se convierta en él, se requeriría una Constituyente, a la que los cinco del veto se opondrán.
No es por falta de acuerdos que no se ha logrado la paz. Ya existen muchos. Entre ellos están el Tratado de No Proliferación de Armas Nucleares, el Tratado de Prohibición Completa de los Ensayos Nucleares, el Tratado sobre la Prohibición de las Armas Nucleares, la Convención sobre Armas Biológicas y Químicas, la Convención sobre la Prohibición de Minas Antipersonales, la Convención sobre Municiones de Racimo, la Convención sobre Ciertas Armas Convencionales, y el Tratado sobre el Comercio de Armas. Leyes sobran.
El problema es que no hay en el planeta autoridad legítima que pueda poner en práctica dichos acuerdos. La ONU recomienda, pero no aprueba. Las cinco potencias ganadoras de la llamada Segunda Guerra Mundial se concedieron a sí mismos el derecho al veto y, en el Consejo de seguridad, toman todas las decisiones importantes, en su beneficio. La ONU es un acuerdo de esas potencias para mantener el reparto mundial del mercado. La Asamblea General no tiene poder alguno. Y el Secretario General reporta al Consejo de Seguridad. Eso lo vemos todos los años con los acuerdos que se aprueban, algunos en forma abrumadoramente mayoritaria (hasta el 99% de votos), que son burlados por las élites y las grandes potencias.
No tiene sentido proponer leyes que aboquen la materia del desarme o de la paz mundial. Se trata de generar gobernabilidad.
Primero el Ser y luego la forma de Ser, dijo el Libertador Simón Bolívar. Primero un gobierno mundial con autoridad, y luego las leyes.
Y eso, en mi criterio, sólo lo garantiza un gobierno mundial federado, democrático, sin derecho a veto, bajo la Constitución Mundial para la Federación de la Tierra. Con un Parlamento que gobierne, con votaciones democráticas, que agrupa a todas las naciones y pueblos del planeta. Un Parlamento con poder de decisión, con tres cámaras: Cámara de las Naciones (con uno a tres representantes por nación, en función de su población); Cámara de las Gentes (1.000 delegados, uno de cada uno de los 1.000 Distritos de igual población en que se divide el planeta); y Cámara de los Consejeros (200 personas con visión planetaria, postulados por instituciones científicas y académicas).
Si queremos la paz mundial, dediquémonos a promover la ratificación masiva de la Constitución Mundial para la Federación de la Tierra y pasar así a la Primera Etapa Operativa. Por las gentes (en los Distritos Electorales) y por las Naciones. Por supuesto, sin descuidar las otras dos caras de la revolución: la personal (ética, espiritual) y social (familiar, comunitaria, nacional).
No basta con ratificarla a nivel personal, que ya es importante. Se trata de que las mayorías se pronuncien, en la forma prevista en la misma Constitución, que ya opera en forma provisional.
Sin la ratificación masiva de la Constitución Mundial, no habrá paz en el mundo.

We all aspire to world peace.
I correct, almost all. A good part of the world elite, 1% of the world population, sees their business in war. They point to chaos. Dividing, they win. And, in addition, they sell weapons, rebuild infrastructure with their companies, keep the unsustainable capitalist system afloat.
Peace is not the absence of war, even the UN affirms it. An example of this has been the Cold War, the "Bipolarity", which has been a "dead calm" as we say in Venezuela, between two poles that point weapons of mass destruction at each other. An unstable balance, a permanent anguish for the population. Of course, "Unipolarity" is not the solution either.
For this reason, “Multipolarity” does not represent peace: We do not want many poles pointing weapons of mass destruction at each other.
Peace is only present when there is respect between the parties, when there is equality in their "sovereignty". When war becomes unnecessary or unfeasible. Then we can only speak of "Omnipolarity", that is, a concert of nations and peoples in which EVERYONE has a voice and vote, and no one has the right to veto.
The United Nations will never be able to guarantee peace, it is a union system of Nations-States which do not accept any authority above their own. It is the predominant concept of "sovereignty" today, under the paradigm of "modernity". Sovereignty, which belongs to the people, was confiscated by nations centuries ago. It is necessary to rescue her.
Hence, there will only be peace with a federated, democratic world government, in which all nations and peoples have the right to speak and vote, without any endorsing the right to veto. A strong and democratic World Parliament, which establishes world order for the benefit of the majority. The UN could never be such, and it will be very difficult to become one, a Constituent Assembly would be required, which the five of the veto will oppose.
It is not for lack of agreements that peace has not been achieved. There are already many. These include the Treaty on the Non-Proliferation of Nuclear Weapons, the Comprehensive Nuclear Test Ban Treaty, the Treaty on the Prohibition of Nuclear Weapons, the Biological and Chemical Weapons Convention, the Antipersonnel Mine Ban Convention, the Convention on Cluster Munitions, the Convention on Certain Conventional Weapons, and the Arms Trade Treaty. Laws abound.
The problem is that there is no legitimate authority on the planet that can put such agreements into practice. The UN recommends, but does not approve. The five victorious powers of the so-called World War II granted themselves the right to veto and, in the Security Council, they make all the important decisions, in their benefit. The UN is an agreement between these powers to maintain the global distribution of the market. The General Assembly has no power. And the Secretary General reports to the Security Council. We see that every year with the agreements that are approved, some with an overwhelming majority (up to 99% of votes), which are mocked by the elites and the great powers.
It makes no sense to propose laws that address the issue of disarmament or world peace. It is about generating governance.
First the Being and then the way of Being, said the Liberator Simón Bolívar. First a world government with authority, and then the laws.
And that, in my opinion, is only guaranteed by a federated, democratic world government, without the right to veto, under the World Constitution for the Federation of the Earth. With a Parliament that governs, with democratic voting, that brings together all the nations and peoples of the planet. A Parliament with decision-making power, with three chambers: Chamber of Nations (with one to three representatives per nation, depending on its population); Chamber of the Peoples (1,000 delegates, one from each of the 1,000 Districts of equal population into which the planet is divided); and Chamber of Counselors (200 people with a planetary vision, nominated by scientific and academic institutions).
If we want world peace, let us dedicate ourselves to promote the massive ratification of the World Constitution for the Federation of the Earth and thus move to its First Operational Stage. For the people (in the Electoral Districts) and for the Nations. Of course, without neglecting the other two faces of the revolution: the personal (ethical, spiritual) and social (family, community, national).
It is not enough to ratify it on a personal level, which is already important. It is a question of the majorities being pronounced, in the manner provided for in the same Constitution, which already operates on a provisional basis.
Without the mass ratification of the World Constitution, there will be no peace in the world.
